Good afternoon Buncombe County, NC Government (Records Officer),
I'd like to make a public records request for the following information under NC Public Records Law
Ref: https://www.ncleg.net/enactedlegislation/statutes/html/bychapter/chapter_132.html
Please provide all invoices approved by Jeremiah Leroy, George Wood, and Avril Pender, during the time period of January 01, 2018 through June 30, 2022. The request includes all invoices charged to any fund or budget unit.
Note: I am not requesting to come in person to inspect, nor to obtain printed copies of, electronic records. In accordance with NC Public Records Law, I’m requesting explicitly that all responsive records be provided via an electronic medium / format (in which the records should already exist), such as an email, file share, google drive folder, mailed flash drive if necessary, etc.

The County does not have a need for copies of the invoices. These invoices will have to be individually manually downloaded. The initial search of the multiple systems the timeframe requested covers is more than 1600 invoices. This can be done but will take some time. Per NCGS 132-6.2, if the request is such as to require extensive clerical or supervisory assistance by personnel of the agency involved then the agency may charge, in addition to the actual cost of duplication, a special service charge, which shall be reasonable and shall be based on the actual cost incurred for such extensive labor costs of the personnel providing the services that is actually incurred by the agency or attributable to the agency, an agency may charge a special service charge for the personnel providing the services.
Our Finance Department estimates this can be done in approximately 40 hours at a labor cost of $25/hr. Please advise if you would like us to proceed.
