I would like a copy of the Racial Disparity Study mentioned in the Citizen Times article in July 2017

"In June the city hired a Denver, Colorado firm to do a $320,000 racial disparity study."

**Editor’s Note Pt. 2: The Disparity Study has been completed. BBC Research and Consulting provided the results of the study to Council Planning & Economic Development Committee on November 12 and City Council on November 27. The Disparity Study Results were provided to the public on November 28 – two sessions at 6pm and 7pm at the Linwood Crump Shiloh Center, 121 Shiloh Road. Look for the full report and data by December 10, City of Asheville will provide a notification when it is posted for viewing.

I think there’s still a bit of confusion here though because the way these documents are titled with the word “draft,” and additionally how the footers in the documents still say “draft.” This makes it appear is if they are not yet done, but if you’re saying they are final versions then we will mark this request as complete on our site. It may be helpful for others to title them differently to avoid this confusion.

The project manager has not been able to update the page just yet, and intends to when she is back in the office; however she has provided the following information:
• Disparity Study Results – Council Planning & Economic Development Committee – November 12
• Disparity Study Results – City Council Presentation – November 27
• Public Meetings on Results – November 28 (pending but times look like 6:00pm and 7:00pm with a presentation and time for Q&A.
• Expect final Results on the City’s Website by December when all the rap up is completed.
The Disparity Study and the Minority Business Program are overseen by Community & Economic Development – results will be posted there.

Good afternoon Sunshine Request,

Staff is unable to give a completion date at this time. Please see the below information from Project Manager, Brenda Mills:

Currently, BBC is inputting the data from the contracts pulled, matching it with vendors utilized, vendors available, industries are correct for vendors, etc. They will next do simulations and analysis of the data. Finalizing the qualitative data which includes quotes, findings, interviews and interactions with the community. We are reaching drafts of sections of the full study now.

As soon as the analysis of the quantitative and qualitative data and information is complete, we will have a better idea regarding the completion.

Updated timeline was put on the project page.

The review will follow this process:
– Review by City contracting staff
– Review by Management Team
– Presented to City Council Planning and Economic Development Committee
– Presentation on the results of the study to City Council
– Public Meeting on the results of the study.

In reviewing some of the requests on our site recently, we’ve also circled back on checking out the City’s link to the disparity study status at http://www.ashevillenc.gov/departments/comm_public/projects_n_initiatives/disparity_study.htm.

I’d like to as whether there is any update you can provide as to the completion of the study, besides what is on the website.

It is also unclear to us, looking at the site, whether the July community input dates listed on your site have already occurred in 2017, or if that’s slated to occur next week in July, 2018.

I have been informed that this project is not completed and that no information is available at this time. The project is due to be completed end of July; if the requester would like to submit a new request closer to the time the project is available, please feel free to do so.

When the project is complete, it will need to have Council Planning & Economic Development review and approval to send to City Council for final approval.

I don’t seem to be able to locate the actual study anywhere at the link you’ve sent. I looked through all documents and links provided therein.

I’d like to further clarify the original request – Can you please provide the actual Disparity Study, as well as any “drafts” or updates that have been provided to the City related to the Disparity Study?
