I am writing to make a formal request under the provisions of the Freedom of Information Act (5 U.S.C. § 552) for access to the following information regarding the most current Request for Proposal (RFP) process for police uniforms and their associated winning contracts.

The following information should be provided in this request:

1) Most recent Request for Proposal (RFP) Information:

- A copy of the most recent Request for Proposal (RFP) issued by your police department for the procurement of police uniforms. Please include all accompanying documents, specifications, and requirements mentioned in the RFP.
- Any addendums, amendments, or clarifications made to the RFP during the evaluation process.
- The timeline and deadlines associated with the RFP, including the date the RFP was issued, the deadline for submission of proposals, and any subsequent milestones or decision dates.

2) Most Recent Winning Contract:

- A copy of the contract awarded to the winning bidder(s) for the provision of police uniforms as a result of the aforementioned RFP. Please provide the complete contract, including all attachments, exhibits, terms, and conditions.
- Any additional documents related to the contract, such as negotiated pricing, delivery schedules, and performance requirements.

Specifically, I would like to request the following information related to the winning bid and contract at the time of award:

- Item names, item numbers or codes, and descriptions of the uniform items included in the winning bid.
- The pricing details, including unit prices or price ranges, associated with each uniform item included in the winning bid.

Similarly, the July submission above has been marked as “Completed” as well. As it is written currently, it’s unclear what specific public record the sender would like to receive, and in particular — to what specific government entity the request should be sent.

We’ll assume that by mentioning multiple government entities within the request, that the sender is trying to make two records requests, to two different entities. However, if that is the case, then our team needs to be able to review each request separately, and we will need to submit each separately to the appropriate government entity (that should be 1 request made out to the Town of Huntersville, and 1 request made out to the Town of Cornelius).

Additionally, there is no “Start Date / End Date” or timeline info indicated, so it’s unclear to what time period the records you’re requesting should apply.

Clarifying all of this info will help to greatly narrow the request, and it will reduce the amount of time it takes the Town of Huntersville or Cornelius, as well as our team, to process a request.

We’d ask that the sender please submits two new request(s) to our website. Each request should clearly indicate a specific date range and any other specific details, subject matter, message, etc. about the exact public records that are being requested, and to what specific entity the request is being made. Please do not address a request to multiple entities within the same Message.

While we do proofread requests we receive for general spelling and clarity, we may choose not to fulfill the request if it is incomplete, or it is unclear what specific information the requester hopes to receive. In this case, the sender may rewrite and resubmit the request.

It’s the requester’s responsibility to write the request in a manner that clearly specifies a record that is being requested, and to what government entity it should be sent.

☀️ Please be specific:

It is important that what you are requesting is specific and reasonable, and is an actionable records request. Please specify the exact type of records you’d like to receive, rather than any “possible” or “potential” info that could be searched. Remember that the larger your request, the more time it usually takes to fulfill. Specificity will often help reduce the amount of time needed to process the request.

It is important that a request has a clearly written and complete Subject and Message, and also specifies the Government Entity (or entities), City and/or County, and State to which the request should be sent. If applicable, please also include any responsive timelines for the info that should be requested.

While we do proofread requests we receive for general spelling and clarity, we may choose not to fulfill the request if it is incomplete, or it is unclear what specific info the requester hopes to receive, or if it violates our policies.
