Hello Buncombe County, NC Government (Records Officer),
I'd like to make a multi-part public records request for the following information under NC Public Records Law.

After reviewing the following URL: https://www.buncombecounty.org/transparency/boards-commissions/default.aspx# , it seems to me that your office is the most appropriate entity to address my request (related to AB Tech/Buncombe County Joint Capital Advisory Committee Meetings). However, if I should be contacting someone else, please let me know their contact information.
A. Please provide all AB Tech/Buncombe County Joint Capital Advisory Committee meeting agendas, meeting minutes, meeting “handouts”, meeting notices, pre-meeting minutes/materials. This should include all regular and special meetings. During the specific time period of 07/01/2021 to 09/07/2022 (or present day).
If any / all of this info is already publicly available online, please provide a link to where it can be accessed.
B. Additionally - please provide the contact email address to which requests for “meeting notifications” / alerts may be sent.
** If you are unable to fulfill any or all parts of this request, please specifically cite where a reason for the denial is justified under NC Public Records Law. **

In re-reviewing our previous emails, I believe that your response is sufficient to satisfy the request. I will go ahead and mark it as “Completed” on our site.
If it has not already been done, I would still encourage you to get the links added to the County’s website as you mentioned (https://abtech.edu/about/
board-trustees/minutes), as well as to encourage AB Tech / Board of Trustees to keep up-to-date meeting minutes (and other procedural meeting info) on the page so the public is aware of their options to engage. I will be encouraging them to do the same, if we speak at their November meeting. We appreciate your help.

I’m following up again on my email from 09/29. To reiterate:
We have not had success receiving results when contacting AB Tech / Kerri for the lawful fulfillment of public records requests. This is an ongoing issue we plan to raise with AB Tech’s Board of Trustees.
Your response on 09/26 indicates that although the Capital Advisory Committee is a joint effort with AB Tech, that the County does have access to, and maintain, the records responsive to our request. Therefore, we will continue to follow up with you directly until it is fulfilled. However, If it is impossible to fulfill the request without AB Tech’s assistance for some reason, then please let me know and we’ll consider how we’d like to proceed at that time.
Please provide an estimated timeline for completion of the request.

To date, we’ve had little luck receiving any results when contacting AB Tech and Kerri for fulfillment of public records requests. This is an ongoing issue that we may raise soon with AB Tech’s Board of Trustees.
Your response indicates that although it may be a joint effort with AB Tech, the County does have access to, and maintain, the records responsive to our original request. I am aware of the contact for general records requests at AB-Tech. It is Kerri Glover.
We are actively engaged in trying to fulfill several requests with AB-Tech. To date, we have had little success.
If Buncombe County Gov. does not maintain, hold, or have access to the records that have been requested above, please clearly specify and I will reach out to AB-Tech instead.
It would be helpful, however, if you can also please let me know if there is an additional contact, besides Kerri, to whom this request should also be sent.
