I’d like to make a multi-part public records request for the following information under NC Public Records Law.

Related to Meeting minutes and travel expenditures for WCPS Superintendent from invitation school district network 07/01/19 - 06/30/22.
A. Please provide all meeting minutes of the Large Countywide and Suburban District Consortium. During the specific time period of 07/01/2019 - 06/30/2022.
B. Please provide all travel expenditures for Consortium related activities by Wake County School System Superintendent Cathy Moore. During the specific time period of 07/01/2019 - 06/30/2022.
If it’s possible, I would ideally like to receive the documents in PDF format.
If any / all of this info is already publicly available online, please provide a link to where it can be accessed.
Please note: I am not requesting to come in person to inspect, nor to obtain printed copies of, electronic records. I still have not received any response to my emails, and have not heard anything else about the following public records request, since 01/26/2023:

As a public official and Superintendent of the Wake County Public Schools System, Ms. Moore is required to respond to Part B. of this records request. Since she also happens to be a member of the Consortium, she likely does have access to such records.
I’d like to express again my deep concern regarding the management of this request, as it seems that Wake County Public Schools is not processing public records requests in compliance with the Law. I’d strongly recommend that you revisit your current public records request fulfillment process to ensure compliance, and that you fulfil requests accurately, and in a timely manner.

I haven’t heard anything else about the request since my response to you on that date.
To reiterate —
“Denied” is a status designation our Team uses after having made all reasonable attempts to follow up, and if we have received no response.I am not retracting my request, and it has not been recorded yet as having been “Denied”.
I’d like to ask again if you can please provide an anticipated date for fulfillment of this nearly 5 month old request. And, if possible, please provide an explanation for the delay in processing the request.

To clarify — I am not retracting, and have not retracted, my request.
It also has not been recorded as having been “Denied” yet. That is a status designation we make after having made all reasonable attempts to follow up — and having received no response.
At this point I am hoping to get an explanation for any reason for the delay in processing / replying to my emails, as well as an approximate timeline when you anticipate fulfillment of this 4 month old request.

I have not received a response.
I have previously followed the “submit a records request” process through the WCPS system, and Lisa Luten said they do not maintain these financial records. However, since you are a public official and Superintendent of the Wake County Public Schools System (as well as a Member of the Consortium), I believe that you are personally required to respond to and fulfill Part B. of this request, and that it is likely you do have access to such records. Therefore, I have made this request to you directly, twice now.
Can you please turn over the records and any expense reports that you’ve submitted to the Consortium if you have them?
Please confirm that the request has been received, and when you anticipate completion.
If I do not hear back from you, I will make one more attempt to follow up again in early December, before marking the request as “Denied”.

Dan has recently advised me “… Our organization is not subject to the North Carolina Public Records Act since we are not a public entity. Because we are not an “Agency of North Carolina government or its subdivisions” subject to the Act, we will not produce any documents and reserve all objections to the production of documents available at law.”

Despite that response, I would like to make the records request to you directly. Your school system says they do not have these financial records. However, I do believe that as a public official and Superintendent of the Wake County Public Schools System, you are required to respond to Part B. of this request. Since you are also a member of the Consortium, you likely do have access to such records. Can you please turn over these records and any expense reports that you’ve submitted to the Consortium if you have them?
