    There are several different “statuses” that we use internally for coding the different steps of the request process on our site. Sometimes this applies to the government entity and sometimes it applies to our own response. The “Overall” status of a request is listed at the top left, while individual statuses like “Follow up” for example, may sometimes be different within each email update we post at the right. It just depends.

    There are two similar requests that I want to touch base about:

     

    1) Please provide all sexual assault and any other sex crime-related calls for service and their outcomes for FYs 2013- 2018 organized by year.

     

    2) Please provide all domestic violence calls for service and their outcomes for FYs 2013-2018 organized by year

     

    I’ve been trying to figure out how to respond to them because we don’t track calls for service this way. I could just say no records found, etc. but I want you to understand why

     

    and maybe the person who sent in the question can ask a different question, which might get them basically the same information they are looking for.

     

    So someone calls 911, that’s a call for service. Could be “my house is on fire” could be “my partner just punched me send help.” So 911 is going to dispatch to a fire department for the first and if it’s in the county the BCSO would respond to the second. But for a variety of reasons the 911 dispatcher will never ask about pressing charges or create a record beyond

     

    name and address usually in that moment. Their only job is to get the correct agency to respond – fire, ambulance, police, etc.

     

    Now once a BCSO deputy arrives at a call for service, the responding deputy may end up filing an incident report or may not. That deputy may show up to a noise complaint at 153 Rocky Top Drive and not deem anything to be a problem, so no incident report and no charge. The call for service may be to check on my elderly mother who hasn’t answered the phone in two days and we don’t have anyone local to check on her … Went by her phone was unplugged, she’s ok. Please call your daughter in SC and let her know you are ok …

     

    Now the circumstances are different with sexual assault and domestic violence calls for sure. But if someone declines to press charges in a sexual assault case then there is no charge to investigate. The Family Justice Center does an amazing job and there are often rape kits test taken and other services provided, but a charge may not be filed until weeks or even months later due to the discretion of the survivor.

     

    So long story short I can pull calls for service by address, but there is no tracking or a charge or incident with calls for service as I’ve hopefully explained in this rambling email.

     

    Please advise on how to move forward on these two requests.
