Here are the details:
Subject: The Sparc Foundation Focused Deterrence Initiative
Message: “The Sparc Foundation of Asheville, NC receives funding from Asheville City, Buncombe County, Buncombe County Sheriff’s Office, and Asheville Police Department per their website. In my opinion there appears to be a disproportionate number of African American young men being placed into this call-in, also referred to as the Violent Crime Initiative. I am asking for the demographic breakdown of the Focused Deterrent Program of this agency, because the Sparc Network receives the above mentioned County and City funding. Since, the violent crime initiative call-in is held in a public forum, that being the Buncombe County Courthouse, I am requesting names of “offenders” and the name of the Asheville Police Officer, Buncombe County Sheriff’s Deputy or State probation Officer who placed the “offender” on the list as well. All call-ins take place in the public Buncombe County Courthouse. There needs to be an inquiry into potential discrimination and violations of the Equal Protection Clause of the 14th Amendment. Note Buncombe County is only 6.4% African American, per cenus.gov.”
