Editor’s Note 03/26/20: Buncombe County, NC Government is experiencing delays in their processing of records requests due to the outbreak of COVID-19. We received this information in an email from Buncombe County PIO, Kassi Day on 3/20/20 related to follow up we sent on another request – the contents of that email are pasted below:
“Hello Sunshine, at this time the Emergency Operation Center has been activated for Buncombe County and we are currently responding to the COVID-19 (coronavirus) outbreak. If your request is related to something other than COVID-19, our response is likely to be delayed.”
Keeping this update in mind, Sunshine Request will be putting all Buncombe County Gov related request follow ups on hold for a couple weeks. We will plan to check back in with Kassi again later in April. Additionally, if we receive any new requests for Buncombe County Gov, we will continue to send them in as usual, but will note that it could be some time before we receive a reply.

We understand that the volume of results you’ve located is large and would take some time to process.
We’d like to make sure we have the most up-to-date information for users on our site now and for the future as we receive new requests – If there is some threshold for the scope of a request and limitations on the number results / time it could take for Buncombe Co. to process the request and it can be denied on that basis, please let us know and we’ll note this on the site.
We would like to respectfully ask where in NC Public Records Law there is an allowance for refusal of records requests based on the volume of the responsive results or time it may take to fulfill the request. Can you please cite this, and also include a copy of any policies Buncombe County Government may have around this subject, if that’s applicable?
It is clear that the sender would like to receive “every result that is available” for the past 7 years, and there will be no additional clarification that we will be able to provide on this request.
In this specific case RE: writer emails, if Buncombe County is denying the request based on the number of results, please let us know, and we’ll mark the request as “Denied”, rather than “Completed.”
However, if you are able to continue processing the request, please provide a rough estimate on how long it could take to process the request (whether that’s weeks, months etc.) and we’ll also note that on our site. We’ll wait to follow up again until the time you’ve specified.

Our site is an anonymous tool used to submit records requests. We do not collect any contact information from senders on our site. We cannot contact, or provide any additional clarification to the possible information the sender would like to receive in this particular case. We will add any updates you’ve sent on our site. If the sender would like to clarify the scope at any point, or resubmit the request, they should please feel free to do so via our homepage.
In this instance, the only information we can provide is that the sender would like “…all correspondence between writer David Forbes and Buncombe County going back 7 years (January 01, 2012 – September 07, 2019).”
Based on what was requested, it’s clear that the sender would like to receive “every result that is available” for the past 7 years. We understand that 500 results is quite large, and could take some time to process. That is fine with us! We will wait to follow up again until a later date that you specify.
